Slice pepper and mushroom into 1” pieces. Cut broccoli into chunks. Blanch broccoli.
Flour dough: In a heated pan melt butter in olive oil. Slowly add cake flour until it turns to cookie dough consistency (see picture 1). Set aside.
Melt butter and stir fry mushroom. Add pepper. Set aside.
Heat pan. Add water, flour dough and heavy cream. Mix to cream consistence. Add mushroom and pepper, season with sugar, salt, mushroom seasoning, pepper (picture 2).
Lay broccoli in a baking pan and pour the cream on top. Add a generous layer of mozzarella cheese. Bake at 400 degrees until cheese melts (about 15 minutes). Serve.
